Do this steps

1. Install Picasa 3 from http://picasa.google.com
2. Close all your browser
3. Open http://apps.facebook.com/picasauploader/
4. Click the ‘Add’ Button above
5. And there you have it. A Facebook button on your Picasa. Simple isn’t it
